Mike Dowd is a former New York City police officer who was involved in one of the largest police corruption scandals in the city's history. Dowd and a group of fellow officers were arrested in 1992 for running a drug ring in Brooklyn. They were accused of protecting drug dealers, stealing money and drugs, and committing numerous other crimes while on duty.
